can a stock crank be turned into a stroker crank

I'm very certain that changing the length of the rods will NOT change the stroke of the motor. The location of the crank pin in regards to the center of the crank sets the stroke.

Have you seen or know of anyone that has used a 4-5 mil stroker crank without a spacer plate with oem cylinders?

Don't get me wrong... That would be great if you could keep the exhaust ports low...

All our 828cc +5mm strokers just use a base gasket, no spacers as that kills the port mapping for a freestyle/freeride setup.
Use a ADA head and cut custom domes to match the positive deck height when using round top Yamaha 760 pistons.
 
I've seen factory kawasaki racing twin cylinders stroker cranks built out of triple cylinder oem crank webs by redrilling new holes in a new postions. The pin holes for the triple are well out of the way where the new holes would need to be on the twins. They didnt even fill the original holes. This was on one of their fastest standup twin motors ever, the kawi powervalve sxi

how do you do that?
By bringing the piston to TDC ,then using a caliper you push it down till it hits the piston,then you rotate the crankshaft to BDC and take a measurement again,do the math and you then have the stroke stroke = piston travel in the cylinder.

I have a setup i have used for a while, its a 5mm stroker, my crank is stock rods, with a relocated pin on the web. The cases are ported for this crank, along with the cyl 61X. I have used this motor without a spacer for a long time, i had a little trouble with squish setup as the piston travels inside the custom head, but all in all its cheap and it works. This setup is great for a cheap stroker and it will pull your arms off when the motor is set up correctly. I had a lot of trouble with shops wanting to sell me big bore setups or powervalve setups foreget that crap, i was racing and riding 5 times a week so i couldnt afford the money for those types of motors. Here is my motor specs:

62T epoxy case custom porting for the crank
701 crank oem stock rods 5mm offset
61X cyl, custom porting
TRIX head custom machine work .040 squish
FP pipe setup with h2o inj.
Weisco pistons 83mm
46 Buckshot carbs
i run 62T electrics with enhancer
2 deg retard static timing
