carb issue

Got a weird issue.

The background is the ski blew crank. So put together a new motor its a dasa 950. cases, crank, head domes, pistons all new. Only able to save the cylinders. both pistons pressure tested to be the same. Put back on exhaust and old manifold. Put on old v3 reeds and intake manifold. Put back on carbs and fuel plumbing.

Now when firing up for the first time i noticed that one of the carbs when just idling the jet is pissing out way to much fuel. And ya rev it a bit and it does the same. the butterfly is only maybe 1mm open. The things blowing smoke like crazy.

When i took carbs off i kept the duel carbs together and didnt touch the hi/low screws. i unscrewed the side plates just to check for grit which there was none and screwed them back on without touching the insides of carbs.

Not sure what would be causing this at the moment.
