click but no crank, bypass works. WT??

1991 650 SJ stock.

Went to start it and she wouldn't crank or click. Pulled the ebox and found plenty of water. Got a solenoid from extremeethrottle and now it clicks, but it won't crank. Jumping the posts gets her cranking. Can't see any voltage on the starter side of the relay when it clicks.

Does that mean the relay's shot? It looks in good shape and was pulled from a running ski. Any other ideas what it could be?

I've had one faulty relay that would click, but not actually make a connection.
Yes, it means the relay is shot.

I'v had a relay bad brand new out the package that would click but not pass current.

X3 I see it all the time, since the starter relays only function is to send power to the starter when engaged I would say that it is bad, suck it up and go buy a new one, install and ride.

Don't worry about it. Mistakes happen. It's how peeps handle the oops that matters.

Like Nathan said, even brand new can have corroded contacts.
