Had the same problem, turned out to be the Oring on the seat, was worn out and letting fuel in around it replaced that and haven't had the problem since.

Maybe it like @john zigler said and the pulse line is sucking the fuel in via a bad fuel pump diaphram, accounting for the large leak your looking for ?
