I usually use a 1/2-20 tap to remove those bushings. Place one of those small flat washers- which are used on both sides of the spring in the cover- inside the hole and screw in the tap. Old bushing gets pushed out. Of course you can't do that, if you plan to reuse the bushing. I'm concerned, not with the condition of the ring gear, but the condition of the bore in the crank case. If the bendix had flopped around in there, it might be worn and not hold a new bushing. If you wish, pm me with your phone number and a good time to call and I could advise you further.
