DASA 1200 Starting issue

Engine started turning over really slow as if the battery was dead so threw a brand new antigravity battery in it and tested the voltage which it read 12.96 volts and it still hesitates when turning over and cant be started in the water. I checked all the cables and tested the voltage on the starter wire which read just fine. I am running a DASA 1200 with about 10 hours on it as well as an OEM ignition with an MSD enhancer. The solenoid is not clicking, just the starter is turning really slowly. I'm afraid there is something in the engine that is partially hung up which is casing the hesitation. Anyone else had an issue like this or have an idea what might be causing this?

Is it normal for Antigravity batteries to only read 12.96 volts when fully charged? I don't have any personal experience with the Antigravity lithium batteries but my Featherweight lithium batterys reads about 13.6 volts when fully charged.
 
verify the motor spins by hand and then voltage drop test the starting system. start at the battery and work your way towards the starter.
