Wasn't on a power valve engine but a friend a few years ago ran half the summer with his engine not running on one cylinder. After complete ignition change and alot of frustration he gave me the carbs and the slave butterfly wasn't even moving. Carb coupler was stripped on the butterfly shaft. Something like this would make the engine stall quickly and would not produce enough exhaust pressure to open the power valve. Just as Chris said above something to check.
