Super Jet Dual 38mm carbs low speed adjuster has tab only turns 1/4 turn total?

I've seen where they are brass and you drill them out or something to be able to adjust. Mine have a pretty big flat head slot on them to turn them but there is a tab which limits them to 1/4 turn adjustment. Is that a 'cover' that I can pry off and then be able to adjust more, or even just to be able to remove the low speed adjust while rebuilding the carbs? Or can I cut off the tab, or don't touch it or what?

That should be a plastic cover, should be able to pry it off, but be carefull.
