Only certain ebay accounts qualify, if you're logged in and it's not on the front page on the site or in the app then it probably won't work. I sure hope so, so far 2019 has been horrible for % off coupons. Mostly eBay bucks which I assume turns a lot of people away. I miss the 15% and 20% site-wide coupons.

Yeah, ebay is really going big on target discounting to specific customers and using ebay bucks instead of flat % off discounts this year. Whenever they have a bad quarter or negative press in the media then they will do the site-wide 15% off coupons. They even used to have 20% off which I'm sure cost them too much since ebay eats the cost to keep sellers happy.
