engine rpm run away

I have not been riding or wrenching in a while. I picked up a 2007 super jet, first time out it was very lean at high rpm. Cutting out.

I pulled the carbs off. The high and low speed needles were blocked off. I took them to a quality independent shop that works on two strokes. He drilled them out and we installed new h and l needles.

The carbs were cleaned very well. Installed all new oem rebuild kits with oem 1.5 needles and seats. Pop off I think was around 40??

All new fuel lines, primer lines, primer was used. I have a sierra fuel filter and a after market fuel on off switch in the mix too.

Stock airbox and metal screen in place. Choke plates are gone. 130 h jet 70 L jet

gas tank was removed and cleaned. Ive got the reserve blocked off.

as for h and L screw sittings, they are right at stock. I did read something about the needles having two types of thread types? I did not know about that but I did read something.

High RPM in the water the ski runs great! Down low and transition into mid and high seems good. I feel like the low to mid rpm hang a slight little.

Any thoughts?

The bottom needles are for idle only. The top needle is for full throttle only. Set the bottom needles well rich of peak idle rpm. This means close them until the engine speeds up then open to slow it back down. Do this out of the water. Tune the top needles for best acceleration.
