I've always ran this first 120 jet, figured it was to bring the volume down before that filter. The 120 jet has never plugged up tho I often swap out the 1/4inch poly filter after its full of sand and clean the rear filters.
I run that and Figured it was for a more consistent injection spray and to maintain water and some light pressure between the 2 jets.
More water comes in the 120 than can go out the 110 jet, and too get out, it’s gotta go out thru One of the 2 jets... more work for that water... my 02
Edit: think of it as a return restricter, like in a carb
