Flow control question

Found this H fitting on ebay. Does it matter that the flow control is on the side tube? Or should it be on the straight tube directly inline with the head pipe and stinger on pipe?

Just as long as it's between the head pipe and Stinger after the H , you will just have to adjust the flow control valve accordingly.

Not to thread jack but I actually was curious on that screw in the stinger can I remove it and just use the flow control valve ?
