Is there a trick to getting the retainer spring loops on that hold the bellows on new style low pro powervalves?

Yes, lay the seam side in the groove first. The seam has more resistance than the rest of thr spring so lay that section of the spring down first. Then just stress your fingers to get it around or close to around. Can finish the rest of the seating gently with a tiny ass flathead if you didnt get it seated perfectly with your bloody fingers

I let one end of the spring (usually the end where the spring is joined, figuring this is the weakest part) and with a small flat head carefully start lifting the spring and walking it with my fingers to let it sit in the grove till everything is in place. Then I just double check the spring is seated well and no damage to the bellow. The slower you operate and level headed you shouldn't damage the bellow.
