Glassing in foot wheels with Blowsin kit... need help

Ok so on the directions from blowsin in the Foot hold install kit it say mix in the hardener. all i got was a bax of some very like white powered that seams to be suspended in a liquid. WTF is it talking about. these are the most open directions i have ever seen!
