Best bet is to check with your state's DMV. I googled it some recently wanting to make a WR or CRF/X street legal.

Easiest way I see it is to swap soem info between that KE and KX... I won't tell anyone :)

i sold the ke and im pretty sure either way i couldnt pull this bike off as a '77 model.

im not sure about Ky, but i do have a title for it and im thinking something like a moped or dual sport license.

Main thing I found when looking to convert to a duals sport you need:

- Head light w/ high/low beam (must work for liek 20 or 30 mins withthe engien off)
- Brake light/tail light
- Horn
- Turn Signals
- DOT approved tires
- Speedo (Maybe, can't remember)
- Spark arrestor exhaust (maybe not sure)

Most people said to just put a battery in your air box for the initial bike inspection. After that ditch it and you are all good.

Also try www.bajadesigns.com That is where I saw dual sport conversion kits.
