Ya, he has a small resivoir(like small car radiator overflow bottle type) full of food coloring inside his engine compartment with a hose that leads into the pump via a fitting. He has a release valve on the resivoir to release the food coloring that is attached through a cable on his handle bars.

Ive seen a red, white a blue once in person, it was pretty cool.

Fountains are only cool if you can soak everyone on a boat watching you ride.
The color fountain would only be worth it if you were competing at a local level or for water shows
