Super Jet HELP! carb tuning??

ok, so i have been struggling to get the stock dual 38s on my 61x/62t 701 std bore and not ported engine. i am currently running 75 low speed jets and 135 high speed jets. the it has a 2.5 n/s with 95 gram spring so according to the chart pop off should be around 17 psi. Using the watcon tuning instructions i got the acceleration nearly perfect off the line. once i reach top speed and let off, then accelerate again there is a flat spot until cavitating, at which point it will take off to full speed. The high speed screws are turned out almost three full turns where i have found the best response but still not good. My question is if i should rejet to 140 or if it is something else. i'm just unsure because it is an all stock engine with a pipe and f/a so i wouldnt think that i would need 140s...
I am not very experienced with tuning carbs so any help is appreciated.

What size did you say the needle valve is? 2.5?
Way too big... go down to a 2.0 at least.
You would need way smaller mains to run that pop-off that low.

im down for 1.5 n/s as well and 95g springs maybe even 115 (stock) the jets should be close to right
