Wouldn't you want to sand a little out from the chip? So the epoxy will stick better, rather than trying to bond it to paint....?

You could get a gelcoat repair kit. If you put the time in youll never be able to tell it was repaired
 
You have to grind out more of the area around it to make sure its not resin starved....this video helped me out a lot.

I noticed this while under my ski. Its a fiberglass bob gen 2. Is there any way i can fix this without redoing the entire bottom of the ski...?

I'd try a gel coat repair kit.
It looks to me that there has been a void between the gel coat and first skin of fibreglass. Looks like the fibreglass is shiny? Will need a scratch/key up before starting the repair with gelcoat or thickened epoxy.
