Octane Inside of a waterbox

Does anyone have a picture of what the inside of a waterbox is suppose to look like? Why I am asking is because I took out my waterbox tonight and of coarse it's full of water but when I go to empty the water out nothing comes out unless I shake it, then some comes out. Does anyone know what's up with this?

The tubes on the box protrude inside the box a certain amount, meaning no matter which way you turn it the exit tubes will always be higher than the water level.
