In the same vein, it would be downright irresponsible to let anyone without any education or training hop on these ever more powerful PWC. You don't do that with liter bikes, either. It was LESS of a concern with less powerful machines.

People generally want "others" to be regulated and boating is one of the last activities that is not. Once licensing and training are mandatory it wont matter how many die every year. Motorcycles needlessly kill and maim thousands, who is crying a river over that fact? A far as politics go, has your favorite party made a fool of you yet?
