First perform a leakdown test on the engine,
If the engine holds air,
check pop off pressure,
if questionable replace the needle/seat, and adjust to obtain pop-off pressure around 21-23 PSI.
This engine when tuned properly SHOULD NOT be hard to start and/or restart. It is NOT normal for any 440/550 to run this way while in good working order.
