It makes a big difference to some people. Being able to inspect in person, not having to arrange and pay for expensive and inconvenient crating and shipping, the risk of damage or FTA etc.
Just my opinion: most often, the poster will have the location listed right under his avatar. If it's not listed, it's easily found out by asking (if the seller is careless enough to not list it).
Making it required information just adds to the pile of rules that someone has to enforce and bitch at people about.

Don't make it a rule. I agree something extra that wont be followed. Too many rules and the important ones get lost in the crap.
However, there's no reason not to have a list of suggestions / common courtesies available under the rules.
