yes I have ..under 10 dollars...its the very small Topeak under saddle bag thats designed to hold one MTB tube..its pretty surf and salt proof . find it a cycle shop .....I have rolled up about 8 metres of kevlar which has a red float attached to it and it is actually mounted just under my steering bolt. and attached to a stainless ring via a small hole i made at the back of the bag. the bag. .also clears the underpad which it there to stop my handle pole hitting the hood.....I can take a few pics if you want to see detail...access is dead easy through the nylon zip and the rope and float just fall out...it weighs nothing so has no effect of the pole movement.
