Make the beachcart not float??

I've finally got a cart for my Superjet, should have done it years ago. Makes it so much easier pulling it up the beach on Lake Michigan, instead of dragging the ski. It would be much easier to load the damn thing though if the cart didn't float. Are they supposed to float or is there something you can put in the tires to make it sink and roll on the bottom? Even with just 1' chop in Lake Michigan its a real pain to get it loaded up. The only other way I've found is to beach the ski then stand the cart up and crank the whole ski up.

My group regularly loads up in the AC inlet, 1 foot - 2 foot rollers and boat wakes. With the cart floating in the water, standing next to the ski , put the nose onto the cart, fire it up and a short blip of the throttle, run it up onto cart, and then we push cart out of the water with ski on it.
 
I modded my beach cart to a low rider cart by flipping the axle housing upside down. This forces you to install a longer axle as the bunks are too close to the tires making it impossible to load the ski. A Metal Supermarket shop near me made it easy to source all the new square tubing and the new axle.
