missing head bolts

i am looking at buying a blaster. one that i looked at has a factory limited pipe, umi steering, and a girdled head. the problem is the head is missing two bolts. its not missing the girdle bolts, just the bolts the connect to the top of the cylinder. he said he bought it that way and it always ran fine. he has owned it 8 years. i dont know if they are stripped or not. he is asking $1,500 firm. is it safe to run it with two head bolts missing?

It's kind of rough looking.... Do it come the trailer? Did you do a compression test? That would be the tell right there.
 
it comes with the trailer but no title for the trailer. it is rough. it need new turf and a good cleaning. it also has an aftermarket rideplate and impellar. i would defiantly check compression before buying it.
