My ski cuts only when I snap the throttle hard.

I had around 26-28 psi with a setup almost exactly like yours. Make sure the needle is lubricated when checking.
You can cut up springs if necessary. I know I had to.

I would bump the N/S to a 2.0. The 1.5 is restricting fuel flow.
