no title states

I need to know of a state other than georgia that is a no title state. I'm getting jerked around about a ski that I rightfully own and want to do an online registration. The ski was last registered in georgia so that state won't work.

I CAN register it in georgia but it'll take longer and I'd rather not wait.

Handwritten(or forged) bill of sale and a pencil-rub tracing of your hull ID number, and you're good. (for boats under 14')
