Not starting, bad starter?

My ski will barely turn over, even with jumper cables on a car battery and with the plugs out. Not even close to fast enough to start.
Battery has good voltage but have not load tested it.
Does it sound like a bad starter or relay or....?
Defiantly not looking forward to pulling the pipe and starter

Slow cranking sure sounds like a likely battery problem. If you have another known good battery try it. Also, if not done so already, would leave the car battery connected with the car running for maybe 10-15 minutes, then try it.
 
I definitely suspected the battery and still not ruling it out but it made no difference if it was jumped or even with plugs out. I will definitely disconnect it and try another one before I pull the pipe and starter.
I was not sure exactly how the start relay worked and if it would cause slow cranking

You could remove the coupler cover and verify the engine turns freely by hand via the coupler, first. Next put your negative jumper cable to clean spot on engine case, attach positive jumper to a screw driver or similar with it mostly covered with hose, only tip shows so not to short out to other metal. Place on starter positive post, if it cranks ok the issue upstream of the starter, corroded cable under the covering or relay for example. If it still doesn't crank fast it could be the starter, they usually have a noise associated with the slow crank, or a exploded bendix behind your flywheel cover
 
OK I feel like a total dumbass it was the battery.
I removed it and then did jumper cables to a good battery and it turned over and started. It must have something to do with the cells in the old battery went bad and wouldn't let it crank even with jumpers.
Hopefully this helps others learn from my experience.

And it was a deka 12 less than 1 year old, trickle charged over the winter.
