Please help....about to give up and part this out.

I don't know if 22.1 is enough to be bad, but the service manual says:

Pulser coil

White/red to black: 12.6-15.4 ohms

Charge coil
Brown/white to black: 497.7 to 608.3 ohms

Ignition coil
Primary side (orange to black): 0.078 - 0.106 ohms
Between plugs, but hard to read with caps on: 3.5-4.7 ohms

I can paste in a table for the CDI and reg/rect if that would help.
 
Ok, based on CARBONX2's feedback, sounds like a smoking gun. I'd check the reading again and ensure the probes are getting good contact, but it sounds like a bad part. I don't have a feeling for how often pulsers fall out of spec.

I'd reach out to JetManiac or http://www.jetskisolutions.com to refurbish yours. I've had good work from both.
 
You are right, however it's been noted before that a critical part of this stator -as far as durability is concerned- is the charge coil. Might test good statically/cold but not when in use producing rather high ac voltage, causing the winding layers to punch/print thru. I've saved some a/m charge coils for show and tell.
 
sounds to me like your timing is off. the stator needs to be lined up perfectly with a notch in the cases. IF NOT it will hit limiter early and cause tons of headaches you will be chasing for years and spend thousands...
