when i read the title first thing that came to mind were these trucks (regular occrence on European highways).
Sorry i have no insight on your legal question. Over here as long as your car can pull it, its legal!!

In Cali: you cannot pull 2 trailers from 1 ball hitch. Your first trailer (hooked to truck) has to be attached via 5th wheel connection, and that can pull a trailer off a hitch.

Been there, done that. Have had truckers watch in amazement as my hubby backed that double/double trailer right down the ramp to unload the standups. He would then pull back up, park the standup trailer and back the other down to unload the sitdowns. Pull back out and hook back up while parked just to minimize risk of empty trailer theft.

Oh, and legal in TX under a certain length (don't remember what that is right off the top of my head).

More specifically in California:
1-The towing truck has to be rated 1 ton or above
2- The first trailer has to have brakes
3- The second trailer can only be holding a boat or watercraft

The third rule is kinda weird.

So the above could look like a Chevy dually towing a camper towing a dual jetski trailer.

I have done it back in Missouri. Best place to call is the weigh stations. They deal with trucks every day and can tell you the exact laws. I had called all over back in missouri and they were the only ones that really knew.

You have to have working lights and proper registration for each trailer. Im pretty sure its legal in most states.

so the 5th wheel thing doesn't need to be?
