If the guy used usps, yeah. Even for their super cheap first class shipping option they give you a tracking number with your receipt.

I can't thank brylon644 enough for what he did. Brylon644 tracked down the package and on his own time went to the house confronted and picked up the package. Just a day ago I thought I was out of money and PayPal couldn't do anything about it. There really still is good people out there, brylon644, thank you so much for doing this, you are the man!!!!!

Usps doesnt always give tracking.. Even on their super cheap shipping. Most packages, yes. But not all.
When I shipped out dozens of koozie orders, they always gave me tracking numbers on the receipts.
EDIT: I just did a little research and I'm pretty sure the first class shipping gives you free delivery confirmation, but not constant tracking.(You're given a tracking number, you type it in the same way, but it'll only tell you if it got there or not)

He wouldn't reply to skinick's out of state phone calls. I called him and asked if it was still for sale... told me it was on ebay. Snapped on him and started accusing him of robbing Nick of his money. Long story short... made my point that he was going to hand it over to me in person. Which was weird because he said to meet at his house but sent me 3 addresses via txt(AND THE FIRST 2 WEREN'T REAL ADDRESSES). Finally got the real one, met him and got the rc 550. Now I wil personally ship it to Nick. And yes he will get a tracking number from usps. ha
