reglass footholds?

Is there even such a thing as re-glassing, or do I need to tear it all out? Picked up this superjet last spring and was hoping to just replace the turf but I remember some excessive draining from the footholds so I was sort of prepared. Looks like a homemade concoction.. they were slightly damp even after sitting through the winter, and I can see where the fiber has separated from the gel coat. If you can zoom in, theres bubbles in it, and just doesnt look anywhere near water tight. Summer is getting close so I'd like to just patch it up the best I can. I guess put in some drain plugs too.

thats not a foothold, thats a hole in the gunwale and some resin poured in. order some holds, and put them in.
 
maybe a good time to cut everything out, refoam, and put some real footholds in. If you started now and are ambitious you could have everything done and refoamed before the footholds get shipped to you.

if the foam is soaked through youll pull 35 lbs out usually. one gallon weighs 8.5lbs roughly, and that tray empty is probably about a 15-20 gallon area.
