When re jetting my carb do I have to get a re build kit

Re-jetting itself does not require a rebuild.
However, You should get a pop-off tester. Check to make sure you have the correct pop-off, no leaking from the needles and that the fuel pumps hold pressure. A proper pop-off test will let you know if you need a rebuild or replace the needles. Pop-off is a very important component of the jetting equation. It amazed me last weekend tuning my X2 to see the difference between 22 and 18 psi (80g vs 65g spring). That minor change cleared up a noticeable hesitation.
Your carbs should hold 10 psi for 10 minutes, and should not decrease in pressure in the few moments it takes to reach the desired PSI. Make sure leaking is from the fuel pump and not just the hoses for the test. Any leaking from the fuel pumps requires a minimum of new o-rings. Only buy genuine mikuni rebuild kits. You are not saving any money with SBT or WSM carb parts.
