Custom/Hybrid Rickter edge starter

K, then I would get a bigger engine then a 701. Atleast a ported big bore 771+. Depends on your budget. But if your getting the starter kit, all you need is driveline, engine, electronic, cables, pipe and tank. Could piece together new and use parts to save money, alot of good used motors for sale
About 14K including hull

Ic. Or you could find a older RN for 3k take everything out of it, sale the pole, hull and hood together for about 1k. Then you would be well under your budget

Might go that route would a 144 pump be alright with a 850-950 motor or would I have to upgrade that because that's where I was going over my budget I could squeeze the motor and carbs

701 isn't enough power to flip a edge behind a boat. Now surf or massive yacht, sure, but still won't be easy. If your wanting to flip, I would get a xfs or simular.
I flipped my sj off a single boat wave with 82mm ported 61x with a trim system that only gave you about 25 degrees throw. Perfect timing.

Newbies don't have perfect timing, it can be a long painful road with a small motor till you get perfect timing.

A 144 would work fine with a bigger motor with the right prop. A bigger pump is better for freestyle but a small pump will get the job done.

I'm. Not exactly a newbie ive only got 10 hrs of ride time on a jet ski. I've attempted to flip quads on a bunch of separate occasions but came out of it with a twisted frame and a cracked motor and snapped in half swing arm I'm looking for something safer I've also done track days on my sport bike and ridden motocross as well.
