Try some penetrating oil.My favorite is Aerokroil. Better than PB Blaster.Let it soak over night.
When you do get it apart use a thin coat of Red-n-Tacky grease on the tubes,this will keep from having the small problem again.

I would be trying some heat, gently. Both parts are aluminum so you don't have a difference in thermal expansion rate, but you can have some small difference in temperature if you only heat the outer housing. Haven't tried it in this exact situation but it's what I would do, if nothing else it might help the penetrating oil get in there. Cycling stuff like this hot to cold sometimes helps too. Just heat it up and let it cool, repeat a few times. Be gentle.
 
Another thing is it stuck on both ends? If you can get one end off try to twist the tubes to break them free, might be easier than pulling or pushing. Could maybe get a strap wrench on there somehow. Can even work with both ends stuck, twist one end relative to the other, there is a little bit of flex in those tubes, could break them free.

Perhaps try two pieces of wood between them and using a pry bar between the two piece of wood. Or tie each end to a truck and play tug-o'-war.

I don't have a RRP and haven't had to try to solve this problem. Both of my suggestions are pretty ridiculous.
