You may be able to pull the starter with it in the hull but its a pain to work on. Your starter is probably just crusty and needs some love

You don't need to pull the motor to get the starter out.
It is likely just a little rusty.
Take the starter out and spray the it out of the bendix with oil. Then work it in and out and spray
It some more.
