Super Jet Still have tuning problems... need help!

Freshly rebuilt dual 38s on a stock 701. I have adjusted this thing from 135 main jets up to 145 and it is still not right. What is happening is that it can get up to speed well off the line and upon decelerating and then when i hit the throttle again it will not go any faster unless cavitating first. It is almost as if one cylinder is getting too much fuel and not firing until it clears out. This may be a tuning issue but i need some solid suggestions on what i can try from here. I just rebuilt the engine, could there be an issue with timing? has anyone heard of this sort of problem???
 
compression is 155/150, stock 62t reeds, coffman sizzler pipe, 14/18 ss prop.. i think thats about it. I have been doing 1/4 turns on the screws, it is just a big hassle to adjust the screws because i have to unbolt the f/a in order to get to the pto high speed screw making it a 10 minute process every turn. i was going by the watcon instructions. is the throttle response problem after decellerating a common problem for just being out of tune? and does it mean that i am too rich or lean generally
