Stock 38mm Carb fuel routing

Please see attached pic. The carb return line to my fuel tank i believe is blocked. When i pressure test into the hose barb no air is escaping. I am assuming it is blocked but cannot find exactly where there is meant to be a hole and what size. I tried blowing air gun through it. I tried putting thin wire and trying to push through. I am not finding any hole.

I have put a lot of info in the picture to describe everything please view it.

Please let me know if you know the answer to how this works.

It is supposed to go straight through. It's restricted, a pretty small hole but you should see light through it and be able to shoot carb cleaner through it. I don't recall the size.

OK well i guess my hole is blocked.

if i put PSI pressure on the green hose in the picture (fuel tank return line) it just builds up PSI endlessly. So no hole.

If you can shine a torch threw it then there must be a hole straight through and mine is blocked.

i tried really strong air hose blowing in it. Carb cleaner shooting in it. Also tried sticking really thin wire 0.5mm and nothing going through.

If carb cleaner and light goes straight through it on Okoblowjs carb I guess i gotta work out a way to clear out the small pin hole that meant to be there. Diameter of hole unknown at this stage. Was thinking maybe dremmel drill bit but would need to find out the diameter to get it right. Otherwise have to put a restrictor the right size in the hose if i blow out the hole size in the carb body.

They are off a 2015 superjet. Came with ski. Eveything on it stock. They got mukini logo cast in them. First time i had carbs off to look.

Stock Mikuni Carb Return Restrictor Orifice Size is 0.6 mm (#60).

Are these Genuine Made In Japan Mikuni SBN Carbs? There are a lot of Imitation Fake Made In China Knock-Off Carbs being sold on Ebay nowadays...

Were these Carbs working before?

I cant find part number 60 on the mikuni manual which is at this url.

I cant even see the metal plate for the slave in question on the manual.
