Super bn 38mm carb

answered the question it wont mount up.
issue im having is i had a guy rebuild the top end and put seals in the lower end off the motor ( reason being it ran away on me and scarred the rear cylinder)
when i get the motor back he tells me the throttle plate is loose on the carb and is causing my lean condition.
i put the carb on the ski anyways and try to start it, will not run unless my hand is held over the carb and then only idles for 8 secs or so and dies, now if i brap it a little and keep doing that ski will stay running.
I dont want to waste the cash on a new carb if it isnt my issue, im going to check reeds and go through the carb again tonight.
does anyone have any ideas?
 
Fuel filter is brand new.
Carb was already gone through and put new parts in it.
ill run a compression test tonight and see what im getting.

Not a compression test, a leak down test to test that the motor isn't sucking air somewhere
 
that i cant do dont have a tester...the guy who did the motor said he did one, but i dont know anymore.
Hes saying because you can move the throttle plate up and down a little while its closed and quite a bit when its wot that its sucking in air at the throttle plate, and i need to replace the carb.
