Superjet bad starter

Hey guys so I just finished rebuilding my girls Superjet and went to start it for the first time and was turning it over then all the sudden nothing. The soleinoid clicks And everything so I investigated and found even if I Jump the terminals there’s nothing. The solenoid outputs 13 Volts. On the starter side so the starter must be bad. Is there any reason it would just die for no reason ? Like could low voltage ruin a starter or something ?

Typically its water getting in through the orings due to age and or corrosion. Jetmaniac has rebuilt ones that are very good or you can try opening it up your self to see whats wrong. Dont bother with the ebay cheap ones they dont last. Good luck.
