If it was working before the rebuild, I would guess something went wrong during the reassembly process.
It's easy to miss a checkvalve or a gasket.

Before you buy new, try taking your set and the loaner 38 set apart piece by piece, side by side, and compare very very carefully.

I would also check to make sure no foriegn objects made their way into the jets etc.

No, they cannot be bolted onto the stock manifold.

I was wrong about the make though.

RMBCFreestyle was running some 40mm - I series carbs on his sj with an adapter plate. said they worked really well
