300/440/550 thumb throttle shocking

I just bought a 88 440 with 550 motor. I have ridden it a few times now and every time the thumb throttle get close to the water or in the water it shocks my thumb and you can even see the zap of electicity. It is starting to get earatating because it feels like one of those pens when you try to click it, it shocks you. What is causeing this??

look for exposed start/stop switch wires.
