If you're talking about the waterbox, the pipe ships with a pro series Jetworks flow control valve installed for just that purpose. Just watch your waterbox temperatures.
To get the chamber hotter run a hose clamp on the line at the end of the chamber that goes overboard and tighten down on it till it gets warm. Set it up so it's cooler than the waterbox but still warm
It's not a stupid question. You do want the chamber to have some heat to it. By putting a hose clamp around the hose going overboard and tightening it down, water will stay in the water jacket longer making the chamber get hotter
