Intuitively u should do sides to make it pleasing to the eye, but if ur a master with the razor knife then do whatever u want. Just making that seam along the bottom nice and tidy is difficult when doing the bottom first unless u can tuck it like said above.

I have tried both ways.
Doing the bottom first means you wont see gaps when looking down at the tray, plus what Todd says, doing the sides first means the bottom has to be perfect to ensure you don't have any gaps around the edges in the tray that can be see at first glance.
Doing the sides first give you more room for mistakes that can be covered with padding and turf as you build up the tray, for example around the rear of the tray where the gunwales meet with the flat surface of the tray. It is nice to be able to have the bottom layer of turf over lap in this area for a cleaner look. You also wont have to fight tight spaces within the footholds when trying to wrap the footholds properly, a turfed tray will give you less room to work in such a tight and tough space to perfect.

Underpad on the bottom, then turf the sides then turf the bottom for me. It is much easier (IMO) to get the bottom cut closer to the sides than to get the sides clean against the bottom.

Bottom then sides. Up here in New England we have these things called pine needles. They get everywhere. If you do the sides first it gets crap more easily stuck down between the bottom and the sides. No matter how tight you think you get it. If you do the bottom first you also can seal up the edges of the bottom to the sides with something so that sand and crap cant over time work its way under the turf (if you dont know how to use contact cement).
