Water getting in at idle! Hard to start!

I have been off and on chasing this problem. It's very annoying ski is a blast to ride. I have a 90 superjet with 6m6 bottom 61x top bored .5 over. Westcoast head, b pipe, dual cooling. It gets water (not a lot) in the cylinders at idle. I have replaced head gasket, and exhaust gasket. Checked both surfaces with a squares for warp. I even took top end off and pressure test the water passages. I am thinking I need a flow control valve any one have any thoughts?
 
The best I could with an straight edge plus the last time I pulled the head (last weekend). The head gasket looked good no signs of leak
 
As many times as I've tore back onto the motor it looks like to much water building up in the exhaust. You can hear the idle drop down after about a second or two of idling. Now if you getting on it to clear the throat right before you poop her off she'll start back up easier but not perfect. If I let her idle and then kill it you really got to play with the throttle but she comes alive. So I idled her back in and killed then pulled the plugs just a little water on them not loaded up bad.
 
I feel like an idiot. I think I figured it out. I'm running an 6m6 exhaust gasket on a 61x. But I'm leaving for 3 weeks for some military training so won't know till I get back.
