West coast head with 650 domes

I can not for the life of me figure out what's going on with this new engine.
It absolutely will not plane out. Acts like it is WAY rich. I have gone through everything and can only speculate that it's the head I have on it.
West coast with 650 domes. Was told when I bought it that it came off a 701 and worked fine so I went with it.
Starts and runs fine till it has water running through it.

So my question is, will 650 domes on a 701 cause it to fun like it's in limp mode?

You said it runs on trailer but as soon as you put it in water it doesn't run right. So either water is getting into combustion chamber or it's struggling under load. Tuning/or electric issue

I have it jetted lower like my SJ. If not smaller jets!
CPT ported all 61x
Tried 115,120 and 122.5 low all same results
150,145.5 highs same.

Cut back plug wires,heat sensor delete,new diaphragm in carb, tried new 2.0 needle and seat from the original 1.6. Changed pop off several times from low 20,s to high 30,s. Took the head off and inspected the gasket,took the exhaust off and inspected, took the intake off and checked reeds, took the ebox apart and verified wiring and cdi was 62t to match stator.

Only thing I cant remember is if it was the stator I got from Jetmaniac or not. The first one got the wires shredded when the ebox blew apart from filling with gas fumes at the first starting attempt in Feb.
Running FP limited with standard water routing.

Guess ,I will swap all the electricals from the original motor and try a stock head next.

Or you have an exhaust leak! BTW make sure to use a 61x gasket or add holes to a 62T to match the head if you have not already.

Got the electronics finally swapped. This time I let it sit on the beach cart and run a bit. Lo and behold,water skeeting out the side of the head on the carb side. So after tightening to the point of stripping out a couple of bolts,heli coiling adding a new gasket....same thing.
I have a stock head but it needs to be tapped for an extra cooling fitting which I didnt have.

I hope its just the used cheap head I got off here. The compression was great each time I tested it.

Well poop.
After all I have done swapping this that and the other. Same thing.
Stock head now leaking on carb side with new head gasket.
Only thing left is the cylinder must be unlevel.
Sucks cause it has no time and was send off to cpt for porting and pistons over the winter.
