Well, running with HTML can certainly lead to issues and I was quite surprised all the bells and whistles weren't disabled first to monitor server load with out all that crap.
I also agree that having it on the index page could lead to problems and always thought it should have been part of a subdomain (ie. http://chat.x-h2o.com). Running in sub-domain you can monitor the loads very specifically and isolate problems where they may or may not reside. Another advantage for a sub-domain is you can ban certain users from "chat" but letting them on the regular home page.
I'll say this, I've talked (typed) with many users with that shoutbox and through "chat" you can get a feeling of how some people really are. While posting on the forums is and always will be the best media for tech info or sharing ideas, shoutbox (chat) gets you closer to how someone you never met is like. Its no mystery that many members come across quite different on the forums then they do in real life. IMO: shoutbox cast a light onto more of the real person behind the keyboard.
