What is this in my B pipe stinger

I recently picked this ski up and will be adding a flow control valve but what is the elaborate looking restricter in the stinger line. I have looked at pictures of other b pipes on the net but have never seen this before. Should I rip this out before adding the flow control or do both?

its either a carb jet or a spraybar that the jet screws into ,its used to controle the water flow and the amount going into stinger !helps regulate the tempature !
