i would not mess with it, i had one that looked liked that and had noting but problems, I will never waste my time with it again.

Not like that, no. At a minimum, lap the inside and the crank snout to get both smooth. By the time you're done, there may be too much material missing.

Yeah, snout is about the same in a couple of places. Is this something that has to be done with precision by a machine shop, or is it something I can do carefully with a file and emery cloth?

You'd do it with valve lapping compound. Some of those spots may be big enough to take sandpaper to, though - I don't know. I've never tried to fix one like that.
 
i agree, with the inside of that flywheel that chewed up, if you try and clean it up with cloth you are going to throw the hole out of round. it could be machined but again you might remove more material then needed.

I would replace the flywheel and check the crank snout for any damage to the taper surface or keyway area.

Then use some red loctite on the bolt and torque it tighter around 60ft lbs to be safe.

If it was an expensive TL or aluminum charging flywheel, I'd try to use it but stock flywheels are a dime a dozen...just get another.

I hear what you all are saying and appreciate all the input. I got some valve grinding compound tonight and worked it for about an hour and it seemed to come out really good. I wasn't all that optimistic but thought I would try it, and it came out good enough that I am going to try to run it. I think I will give it a little extra torque and some loctite and see what happens.
