So I got a used Xscream adjustable steering setup. What keeps the water out of the bearings? I didn't see any o-rings or anything...

nothing. It should just be a bearing sandwiched between two washers, on each side of the turn plate.
Oh ok thanks. Yes thats how it is right now. Seems like a strange design to not have any O-rings...
